Analyse économique des élections communales au Bénin en 2015

Résumé

Généralement, après les élections législatives ou municipales dans les pays démocratiques, on se pose la question de savoir quel sera la composition du gouvernement. Autrement dit, quel parti politique sera au gouvernement et quel parti politique sera dans l’opposition ? On pose ici clairement le problème de la formation des coalitions. L’objectif de notre travail est de déterminer dans un premier temps à l’aide des outils de la théorie des jeux coopératifs (et plus précisément les indices de pouvoir), les coalitions qui sont formées dans un certain nombre de villes de la République du Bénin en 2015 après les élections municipales, et dans un second temps étudier la stabilité politique de ces coalitions. L’instabilité politique coûte chère, en Espagne par exemple, le gouvernement change presque tous les six mois et nous le savons bien, les élections ont un coût. De plus les opérateurs économiques n’aiment pas investir dans un pays politiquement instable (La présence du groupe extrémiste islamique «Boko Haram» a un impact négatif sur l’investissement au Nigéria, d’où la nécessité d’étudier la stabilité politique des coalitions gouvernementales ou majorités municipales. Après avoir évalué le pouvoir de chaque parti politique dans les différentes coalitions gouvernementales nous allons étudier la stabilité politique de ces coalitions à l’aide de la méthode du « coeur » et
la méthode parlementaire selon Andjiga, Badirou, Mbih (2007)

Abstract
Generally, in the democratic countries, after the legislative or local elections, one asks the question to know how the composition of the government. In other words, which political party will be in the government and which one will be in the opposition?
One clearly asks here the question of the coalitions. Our work aims at firstly determining with some tools of the theory of the cooperative games (and more precisely the power indices) the coalitions that are formed in some towns of the republic of Benin after the local elections of 2015 and secondly studying their stability. The political instability costs a lot. In Spain for example, the government is changed every six month and we all know that the elections have a cost. In addition, the businessmen do not like to invest in a politically instable country. (The presence of the extremist group « Boko Haram » has a negative impact on the investment in Nigeria). It then necessary to study the political stability of the governmental coalitions or local majorities. After studying the power of each political party in the different governmental coalitions, we will deal with the political stability of these coalitions with the method of the « heart » and the parliamentary method according to Andjiga Badirou, Mbjh.
